FAQs on SafeEntry Implementation at SKH

1) What is SafeEntry?

A: SafeEntry is a national digital check-in system that logs the names, NRIC/FINs and mobile numbers of individuals visiting workplaces and business venues to facilitate contact tracing efforts. Visitors can scan a QR code displayed at the venue or have their identification card with a barcode (e.g. NRIC) scanned by operators stationed onsite.

2) Why is SafeEntry necessary?

A: As we move towards relaxing the circuit breaker measures, it is even more critical that contact tracing be done well to mitigate the risk of new waves of infection. SafeEntry helps to support and quicken contact tracing efforts as it provides the government with a record of individuals who enter and exit places. The records will speed up the time needed to identify potential close contacts of Covid-19 patients.

3) Hospitals are already required by MOH to maintain detailed records of all visitors and patients beyond the information collected via SafeEntry. Are healthcare institutions still required to implement SafeEntry?

A: Yes, healthcare institutions are required to implement SafeEntry for employees, patients and visitors. The use of SafeEntry is mandatory because a common system used by all establishments would allow data to be sent to MOH in an automated manner to facilitate efficient contact tracing.

4) With implementation of SafeEntry, is the travel and health declaration still required?

A: Yes, travel and health declaration is still required, to ensure the safety of our patients, visitors and staff. Many of our patients are vulnerable and we have to keep them safe by reducing any risk of cross infection.

5) Can I choose not to disclose all data required?

A: It is compulsory to declare all the information (name, NRIC and mobile number) required, or you will not be allowed entry.

6) I don’t have my NRIC or smartphone with me, will I be denied entry?

A: Anyone entering or visiting the hospital is required to provide the necessary information (i.e. check-in timings) via SafeEntry. You will be denied entry if you do not provide the necessary information.

7) Apart from NRIC, what other forms of identification are accepted?

A: Besides NRIC, TransitLink Concession Card, Passion Card, driver’s license, MOM work pass/permit, or any form of official photo ID with a barcode, can be used for SafeEntry identification.

8) If I have already done the SafeEntry at one spot in the hospital (e.g. MC screening station), will I still be required to do it another time when visiting another location within the hospital (e.g. Kcuts or outpatient pharmacy)?

A: If you have checked out after entering and leaving one spot in the hospital, you will have to check in again using SafeEntry when visiting another location in the hospital.

If you have yet to check-out of a location, you can present the green "Check-in successful" pass on your mobile phone to the station operator at the other location you are visiting and you will be allowed entry. The exception is when you visit Kcuts (barber) at SKH which have their own separate SafeEntry QR codes. You will have to check-in via SafeEntry at those locations, even if you are already SafeEntry checked-in to SKH.

9) Does the government/hospital have access to my data? How will my data be protected?

A: Contact data collected via SafeEntry is stored in the Government server which will only be accessed by authorities when needed for contact tracing purposes. There are stringent security measures in place to safeguard access to personal data. All data is encrypted, and the database can only be accessed by authorised contact tracing personnel. The data will be purged when it is no longer needed for contact tracing purposes.

10) Do I need to use SafeEntry if I already have the TraceTogether app?

The implementation and use of SafeEntry is mandated by the government. Together with TraceTogether, these two technologies are developed by the government to provide critical information for contact tracing, should the need arise.

A: SafeEntry will further support our contact tracing records by recording the entry and exit of all visitors and staff entering. The records will speed up the time required for contact tracing if required. TraceTogether works by exchanging short-distance Bluetooth signals between phones to detect other participating TraceTogether users in close proximity.

As we move towards easing of the circuit breaker measures, it is even more important that contact tracing is done well using these two solutions to reduce the risk of new infections. Jointly, they make contract tracing more efficient as they track using slightly different data.
